The Five Fundamentals to Prevent and End Homelessness is a consensus-based statement delineating fundamental principles that must animate public policy in a nation without mass homelessness. The five fundamentals are:

• McKinney-Vento homeless assistance programs should be reauthorized.
• The supply of affordable housing must be dramatically increased.
• Health care, education, and social services must be provided to all who need them.
• Personal incomes must be sufficient to pay for the necessities of life.
• Discrimination against homeless persons must be prevented.
