The Montana Council on Homelessness (MTCoH) was originally formed by an Executive Order by Governor Judy Martz in June 2004. The charge was to take an overarching look at the issues playing into homelessness in Montana. The Council's original goal was to identify systems gaps and obstacles, and to begin creating a 10-year plan to address them. When this Executive Order sunsetted, Governor Brian Scweitzer reinstated the Executive Order and appointed the 2007 - 2008 Council. Their charge was to advise on issues surrounding homelessness, to review, modify and adopt the 10-year Plan, and begin implementation. Lt. Governor John Bohlinger and Hank Hudson, then Administrator of the Human and Community Services Division of the Department of Public Health and Human Services, were appointed co-chairmen. Members were appointed to this Council in May 2007.
